Should not it ends in ".sh" on a linux(rh)?

As best I can tell, the problem is that your hook scripts end in ".sh". The file name should just be "pre-revprop-change".

Windows automatically adds extensions; Linux does not. Subversion always tries
to execute a file called "pre-revprop-change" with no extension.
